FEED for Upgradation of Propane Truck Loading System in NGL Plant in Mesaieed, Qatar

The objective of the Project is to upgrade the existing propane truck loading system by replacing the weighbridge and associated instrumentation and control to provide a safe, reliable and accurate tanker loading facility.

The propane truck loading facility is provided for the sale and export of propane from the NGL Plants. This facility is located within the MIC and South of the NGL plants. The facility comprises of Propane Storage Vessel V-2601 (approximately 58 m3 capacity) in which propane extracted at the NGL Plants is stored. A propane loading pump P-2609 with a rated capacity of approximately 20 m3/hr is provided to transfer liquid propane into propane trucks parked on the weighbridge.

The proposed facility shall include, but not necessarily limited to the following:

  • Replacement of the existing weighbridge and associated facilities with a new weighbridge and associated facilities.
  • New air-conditioned operator shelter, to accommodate all necessary equipment for propane loading and sales, for the safe supervision and control of loading operations.
  • Utilities and electrical power for the new loading system and operator shelter.
  • Upgradation of the existing fire protection systems including the deluge system, fire and gas system and safety equipment.
  • Temporary loading facility located in the vicinity with loading hoses and necessary fire and safety protection systems, to enable loading of tankers during the implementation stage of the EPIC contract.

Services provided

  • Surveys and site investigations of existing facilities associated with the following services:
    • Survey existing facilities, including underground, with respect to all disciplines as appropriate.
    • Identify and verify all interfaces, tie-in points and interlocks between existing and new facilities
    • Identify preliminary locations for both possible temporary and likely permanent works
    • Verify availability and adequacy of all required utilities and services.
    • Topographical survey and underground services survey and prepare reports and drawings.
    • Identify and retrieve existing geotechnical survey reports for the area to establish foundation design criteria.
  • Preparation of Design Basis Memorandum, including:
    • Design Basis,
    • Proposed variation to specifications and standards
    • Outline of operating and control philosophy
    • Constraints & Areas of concerns
    • Constructability, including shutdown requirements
    • Corrosion prevention and material selection
    • Utilities requirements
    • Safety and loss prevention philosophies, e.g. fire detection protection and alarm for all new equipment including power isolation in the event of fire or any kind of emergency
  • Preparation of Operating, Control and Safeguarding Philosophy document including plant shutdown and changeover Philosophy,
  • Preparation of Pre-commissioning & Commissioning Philosophy
  • Preparation of EPIC Tender Package
    • Prepare EPIC Scope of Work (SOW) document based on the SOW template for all disciplines.
    • Prepare a consolidated, itemized Bill of Quantities for the EPIC work.
    • Prepare a consolidated Level II Planning Package commencing from issue of EPIC Tender until EPIC Close-Out.
    • Prepare a consolidated Cost Estimate for EPIC Scope of Work,
    • Prepare Contract Execution Plan.
    • Prepare Procurement Lists.
    • Compile Appendices A (Scope of Work), B (Schedule of Prices), F (Drawings) and H (Contract Execution Plan).
  • Complete Front-End Engineering Design (Process, Piping, Civil/Structural, Electrical, l&C, Loss Prevention, Building Services, Telecom and Environment)
  • Design Studies,
