Engineering Consultancy Services for Qatar Power Transmission System Expansion – Phase XI, Qatar

The works under the PHASE XI project include establishment of new transmission substations as well as refurbishment/ modification/ upgrade/ replacement of existing transmission substations/ underground power cables. The works are spread all over the state of Qatar including newly developed areas as well as  existing areas.

The Scope of Consultancy Services includes tendering, design verification, supervision, witnessing FAT/type tests and warranty services etc. for the area/package-wise EPC works along with EPC Telecom works which is a separate package under GTC/488/2012 (Substations). The Consultancy Services are divided to two parts.

Part 1 Covers Consultancy Services related to establishment of substations, cables & all associated works of Phase XI Transmission System Network Expansion Project (Stage 1 & Addendum) which corresponds to the scope of two EPC Tenders:  GTC/450/2011 - Cables (awarded to ten EPC Contractors) and GTC/488/2012 – Substations (awarded to seven EPC Contractors). Part 2 is Framework (Call off) Agreement of this Tender, which basically covers employment of the Consultant’s staff for various services as required by the Client.

Services provided

  • Tender documents preparation and verification;
  • Clarifications to queries raised by tenderers (EPC contractors) during tendering stage;
  • Technical evaluation of received bids and preparation of Technical evaluation report;
  • Commercial Evaluation of received bids and preparation of commercial evaluation report and final recommendations;
  • Tender negotiations and assistance in contract award;
  • Preparation of respective contract documents ;
  • Review and Approval of Contractor’s documentation (including design, material and method statement approval, etc.);
  • Project Management (including but not limited to overall project management, schedule controlling, monitoring, interface management and controlling, etc) for each consultancy package;
  • Site Supervision of site construction activities, testing and witnessing the tests by contractor on all equipment during and after the construction;
  • FATs in the manufacturers’ facilities;
  • Supervision of the commissioning and subsequent warranty period services of all civil, electromechanical and other works comprising EHV/HV Substations, Power Cables, extension to the existing SCADA and Telecommunication systems, etc., and confirmation of compliance with the EPC contract as applicable to each consultancy package;
  • Review and Approval of contractor’s As-Built Drawings;
  • Warranty Period Services.
